The hilltop is largely Neighborhood Residential with a compact Neighborhood Commercial node along Queen Anne Ave N, while Uptown — at the hill’s southern base around Seattle Center and Climate Pledge Arena — is zoned Seattle Mixed for midrise housing and offices. Lowrise zoning wraps the hill’s lower slopes.
Routes 2 and 13 climb the hill from downtown, and RapidRide D runs along the neighborhood’s western edge through Interbay. Under the 2026 rules, hilltop blocks that long allowed only one house now permit up to six homes per lot.
